The South Dakota Interim Rules Review Committee recently passed rules that will make video lottery operations more efficient. We ask you to review these changes prior to their effective date of November 4, 2026.
Selling Video Lottery Terminals 48:02:05:04 (21): This addition will allow a licensed operator to sell an approved video lottery terminal they own to another licensed operator. Currently, a video lottery operator must use a licensed distributor to broker a deal with another licensed video lottery operator.
Beta Testing 48:02:07:04: This changes the requirements for beta testing from a maximum of 60 days to a minimum of 21 days. This change will ensure that beta testing of new software will capture two weekends of play.
Tech Testing 48:02:10:03 and 48:02:10:04: These rules streamline the Tech I and Tech II certification process. Tech I and Tech II training and testing will no longer have to take place in person. Manufacturers may now elect to conduct online or in-person training, but the Lottery will still coordinate it.
The Lottery will also be able to conduct Tech I and Tech II testing. In some instances, a person may take the test without taking part in additional training.
Logbooks 48:02:10:07: Logbooks will no longer be required. Advancements in technology allow the central system to capture these events and the meters. The Lottery will still provide logbooks to Operators who wish to use them while supplies last.
Lottery Voucher Redemption 48:02:12:02: This update clarifies that video lottery vouchers must be claimed on the same business day that they are printed. We have encountered some confusion between players and establishments when video lottery play crosses days. We ask that you remind your establishments of this protocol.
For example, if a patron has a video lottery voucher printed at 11:50 p.m. on Friday, the establishment is required to pay the patron if they submit the voucher at 1 a.m. on Saturday. Video lottery follows the alcohol serving laws, so business days will cross over calendar days and often end at 2 a.m. local time.
Please reach out to Lottery staff if you have questions about any of these changes.
